In the market of library book purchasing, it is a fact that the purchasing quantity of paper book is decreasing. The revolution of information dissemination and limitation of library space both make more and more libraries start to use e-books. In many unniversities in USA and Europe, the purchasing of e-books has become mainstream. But the purchasing for e-books in Chinese universities is engaging with some problems. The absence of related standard and the co-construction consciousness for publish industry, is the main reason to make the e-book purchasing market not get popular. The potential of this market is now waiting to be activated.

The vice curator of Dalian University of Technology Mr. Liu Bin considers that a professional platform should be established to fit the library purchasing market, effectively improve the reader's detection rate and use rate of the e-books. However, this can be only succeeded with the cooperation of the whole industry.
